Kids were able to download it because it's free and then charges you $3.20 twice a month. It took me months to find what it was because sometimes it's two payments of $3.20 or one payment of $6.40. I have parental control on and I get alerts and have to approve any purchases to their tablets but any apps that are in their age bracket and is free they can download. My 2 yr old and her 10 yr old cousin downloaded it on her tablet so she could have one like her cousin and out of no where I started getting charges. At first I thought it was the kid subscription since I gave my oldests tablet to my youngest and bought the oldest a new one since she's proven herself responsible. But nope being duped.
