It's a swamp cooler
Using the descriptor "AC" is misleading. In the HVAC industry AC means mechanical refrigeration driven supply air. Water based cooling is "evaporative". Small EC's have a problem once placed in a room: they humidify the room, which then reduces the evaporative effect in the cooler. You will also find that after a while you get really really really tired of putting water in it.
