I ordered the 3x first because the waist measurements in the size image for the 3x are exactly my measurements, but it was too big. It barely stayed up. The fabric has stretch so I decided it would be safe to order the 2x, and it fits perfectly - not too tight at all. The waist band is about 3 inches when ruched and you can fold it over to bring up the dress length which makes the skirt even more versatile. I'm 5'4 and I've folded the waist band over in the first photo and left it as is in the second.
